During the communist period, the main policy all over Romania was the transformation of rural areas into big industrial cities.
Private houses were demolished, people were forced to move from their own homes with gardens into small blocks of flats/apartments, where it is not enough room for one small family.
In the years that passed, when migrating people left their pets on streets, it become impossible to control animal overpopulation. The problem was compounded by the lack of people's education and the Romanian authorities' ignorance.
The PROBLEM in GalatiLocated on the left bank of the Danube at 150 km (95 mi) from the Black Sea, Galati developed as a main commercial centre, the biggest Romanian inland harbor for ships.
Galati is about 200 km (120 mi) North-East of the capital Bucharest, on the border with the former USSR (nowadays Ukraine).
The city of Galati is situated not far from the worldwide famous Danube Delta, a unique place in Europe due to its flora and fauna.

With about 400,000 inhabitants,Galati is the 5th greatest city of Romania and with more than 14,000 homeless dogs roaming on our town streets, it has one of the most serious canine overpopulation problems.
